KPK Tahan SN Tersangka Kasus Korupsi KTP Elektronik

JAKARTA, 17 November 2017- Untuk kepentingan penyidikan dugaan tindak pidana korupsi dalam pengadaan paket penerapan kartu tanda penduduk berbasis nomor induk kependudukan secara nasional (KTP Elektronik) tahun 2011–2012 pada Kementerian Dalam Negeri Republik Indonesia (Kemendagri), pada Jumat  penyidik Komisi Pemberantasan Korupsi (KPK) melakukan upaya hukum penahanan terhadap tersangka SN (Anggota DPR periode 2009 – 2014) untuk 20 hari ke depan terhitung mulai hari ini di Rumah Tahanan Negara Kelas I Jakarta Timur Cabang KPK.  

Dengan mempertimbangkan kondisi kesehatan tersangka dan menurut hasil pemeriksaan di Rumah Sakit Cipto Mangunkusumo (RSCM) masih dibutuhkan rawat inap untuk kebutuhan observasi lebih lanjut, maka KPK langsung melakukan pembantaran penahanan terhadap tersangka SN terhitung hari Jumat (17/11).

Sebelumnya, KPK telah menetapkan SN sebagai tersangka. SN selaku Anggota DPR periode 2009 – 2014 bersama-sama dengan Anang Sugiana Sudihardjo, Andi Agustinus, Irman selaku Direktur Jenderal Kependudukan dan Pencatatan Sipil Kemendagri, dan Sugiharto selaku Pejabat Pembuat Komitmen (PPK) Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kemendagri, diduga secara melawan hukum melakukan perbuatan memperkaya diri sendiri atau orang lain atau suatu korporasi yang dapat merugikan keuangan negara atau perekonomian negara dalam pengadaan paket penerapan KTP Elektronik tahun 2011-2012 pada Kemendagri. Dalam kasus ini, negara diduga mengalami kerugian sekurangnya Rp2,3 triliun dari total nilai paket pengadaan sekitar Rp5,9 triliun

Atas perbuatannya, SN disangkakan melanggar Pasal 2 ayat (1) subsider Pasal 3 Undang-Undang Nomor 31 tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi sebagaimana telah diubah dengan Undang-Undang Nomor 20 Tahun 2001 jo. Pasal 55 ayat (1) ke-1 KUHP.

Sekjen BNPP : Pemerintah Terus Genjot Pembangunan Infrastruktur dan Perekonomian di perbatasan

JAKARTA ,17 November 2017 17:40:39 – Pemerintah terus menggenjot pembangunan infrastruktur di perbatasan. Terutama yang terkait dengan infrastruktur kebutuhan sosial dasar masyarakat. Banyak yang telah dikerjakan. Demikian disampaikan Sekretaris Utama Badan Nasional Pengelola Perbatasan (BNPP), Hadi Prabowo di Jakarta.

Menurut Hadi, pemenuhan kebutuan sosial dasar masyarakat di wilayah tapal batas negara, memang jadi fokus perhatian pemerintah. Pemenuhan kebutuhan dasar itu antara lain, sarana pendidikan, baik tingkat dasar, maupun menengah.

“Antara lain pembangunan SD di 32 provinsi, kemudian pembangunan SMP di 20 lokasi prioritas atau lokpri, pembangunan SMA dan SMK di 30 lokpri dan kemudian juga pembangunan 3 unit sekolah dasar dan distribusi tenaga pendidik,” ujar Hadi yang juga Sekretaris Jenderal Kementerian Dalam Negeri tersebut.

Pembangunan infrastruktur kebutuhan dasar yang juga terus digenjot, kata Hadi terkait dengan sanitasi dan jaringan air bersih. Untuk jaringan air bersih misalnya, telah dibangun jaringan air bersih di 56 lokpri. Selain itu telah dibangun sarana untuk penyediaan air baku di 21 lokpri. Infrastruktur kesehatan, seperti puskemas juga jadi perhatian utama, yang harus segera dibangun. Untuk itu, telah dibangun puskesmas di 44 lokpri. Tentu, tak hanya puskesmas yang dibangun. Tenaga kesehatannya juga harus diperhatikan.

“Untuk tenaga kerja ini,  tenaga kesehatan,  distribusinya ada 575 orang untuk 86 puskemas diantara di Saumlaki,” katanya.

Hadi menambahkan, sementara yang terkait dengan kedaulatan pangan, sektor pertanian yang jadi fokus garapan. Salah satunya lewat program cetak sawah.  Ia contohkan  di Kalimantan Barat, telah dicetak sawah  dengan luas 1049 hektar. Dan itu telah menghasilkan produksi kurang lebih 2343 ton. Tidak hanya itu, program cetak sawah juga dilakukan di Papua.  “Di Papua itu juga melakukan kegiatan cetak sawah kurang lebih 2115 hektar dan hasil yang dicapai kurang lebuh 6345 ton beras,” kata Hadi.

Masalah lain yang jadi fokus perhatian pemerintah di perbatasan kata Hadi, adalah masalah ketersedian energi. Untuk itu telah dilakukan proses pembangunan pembangkit listrik sebanyak 6 unit di 6 lokpri. Juga telah direncanakan pembangunan pembangkit  listrik sebanyak 47 unit di 7 lokpri. Kemudian perluasan pembangunan pembangkit  listrik di 120 desa yang ada di tapal batas negara.

“Sementara untuk pembangunan perekonomian antara lain pembangunan pasar yaitu untuk pasar yang tipe Cewek dan D ini sudah melebih target. Sedangkan untuk tipe A dan B saat ini sedang proses pembangunannya yang dilakukan oleh Kemendag,” kata dia.

Serta yang tak kalah penting ujar Hadi, adalah masalah konektivitas antar daerah. Maka, untuk mewujudkan itu,  sampai  saat ini telah ditetapkan 9 tol laut trayek antara lain dari Tanjung Perak sampai Saumlaki. Tol laut yang juga telah ditetapkan adalah trayek Tanjung Perak ke Maumere. Tujuannya, selain untuk konektivitas antar wilayah, juga  untuk mengamankan logistik. Dengan begitu distribusi logistik dan kebutuhan-kebutuhan yang sangat mendesak dan penting bagi daerah bisa dilakukan dengan lancar.

“Infrastruktur jalan juga dapat kami gambarkan bahwa Kalbar itu panjang jalan itu 849,8 km yang sudah tembus 742,4  km. Sementara yang belum tembus 107,3 km.  Itu yang dibangun oleh PUPR. Kemudian Kaltim ini 243,6 km,  yang belum tembus tinggal 76,5 km. Di Kaltara 826,7 km,  yang belum tembus 116,9 km. Kalau secara menyeluruh total jalan di Kalimantan adalah 1920,10 km, yang belum tembus 300,7 km,” urainya.

Sementara pembangunan jalan di perbatasan di NTT,  panjang jalan yang ditargetkan dibangun sepanjang 176,2 km. Dan yang belum tembus 25,10 km. Sedangkan di Papua, panjang jalan yang dibangun 1098,2 km. Dari target itu,  yang belum tembus 215,6 km.

“Terkait peningkatan bandara udara dan pelabuhan telah dilakukan untuk bandara sebanyak 36 bandara telah dibangun dari 2015 sampai dengan 2017,” katanya.

Sedangkan untuk pembangunan  pelabuhan atau  dermaga, kata Hadi, telah dibangun 8 pelabuhan.  Pengadaan kapal perintis,  baik di NTT maupun di Kaltara, juga terus digenjot. “Untuk alokasi anggaran BNPP ini, tahun 2017 sebesar 186 miliar dan kemudian ada set bloking di 2017,  sehingga totalnya menjadi 173.48 triliun,” ujarnya.

Kepala BPSDM : Nilai Pamong Praja Bukan Pejabat Sebagai Penguasa Melainkan Pelayan Masyarakat !

JAKARTA ,16 November 2017 23:28:36- Kepala Badan Pengembangan Sumber Daya Manusia (BPSDM) Kementerian Dalam Negeri (Kemendagri), Teguh Setyabudi, mengingatkan pentingnya kompetensi pejabat pemerintahan. Karena hakikatnya, kompetensi pemerintahan identik dengan nilai-nilai kepamongprajaan dalam sistem pemerintahan. Sebab faktanya, banyak Aparatur Sipil Negara yang tak memahami kompetensi pemerintahan.

“Dan nilai-nilai kepamong prajaan, tidak menempatkan pejabat sebagai yang memerintah atau penguasa, tetapi sebagai pamong atau pengasuh yang melayani masyarakat,” kata Teguh saat membuka Workshop Standarisasi dan Sertifikasi Kompetensi Pemerintahan di Gedung BPSDM Kemendagri di Jakarta, Kamis .

Menurut Teguh, seorang pamong pemerintah jelas harus punya komputer pemerintahan. Karena secara umum, kompetensi pemerintahan itu sendiri, memuat pengetahuan, keterampilan dan sikap kerja  yang dikonstruksi dari ilmu pemerintahan.

“Itu meliputi kebijakan desentralisasi, hubungan pemerintah pusat dengan daerah, pemerintahan umum, pengelolaan keuangan daerah, urusan pemerintahan yang menjadi kewenangan daerah, hubungan pemerintah daerah dengan DPRD dan etika  pemerintahan,” urainya.

Menurut Teguh, itu pula yang diatur dalam  Undang-Undang Nomor 23 tahun 2014 tentang Pemerintahan Daerah. Dalam Pasal 233 UU Pemda dinyatakan seperti itu. Pasal yang sama juga menyebutkan, pegawai ASN  yang menduduki jabatan kepala perangkat daerah harus memenuhi kompetensi pemerintahan.  Selain tentunya memenuhi persyaratan kompetensi teknis, manajerial dan sosial kultural. Ini juga berlaku bagi pegawai ASN yang menduduki jabatan administrator di bawah kepala perangkat daerah dan jabatan pengawas.

“Sertifikat kompetensi merupakan bukti capaian kompetensi yang dimiliki oleh ASN melalui pengembangan kompetensi dan pengalaman kerja,” ujarnya.

Sertifikat kompetensi pemerintahan sendiri lanjut Teguh, diperoleh lewat uji kompetensi yang dilakukan Lembaga Sertifikasi Penyelenggara Pemerintahan Dalam Negeri atau LSP-PDN. Tapi kata Teguh, dalam praktiknya, ASN yang menduduki jabatan kepala perangkat daerah banyak yang lebih berorientasi sektoral teknis atas urusan pemerintahan tertentu yang menjadi tugas dalam jabatannya. Dan kurang memahami kebijakan desentralisasi, hubungan pemerintah pusat dengan daerah dan pemerintahan umum.

“Juga kurang memahami pengelolaan keuangan daerah, urusan pemerintahan yang menjadi kewenangan daerah, hubungan pemerintah daerah dengan DPRD dan etika  pemerintahan,” tuturnya.

Akibatnya, kata dia, koordinasi antara pemerintah pusat dengan pemerintah daerah provinsi dan kabupaten atau kota kurang efektif. Tidak hanya itu, implementasi standar pelayanan minimal yang terkait dengan pelayanan dasar kurang optimal. Pengelolaan keuangan daerah juga belum sesuai dengan Standar Akuntansi Pengelolaan Keuangan Daerah.

“Padahal dalam Peraturan Menteri Dalam Negeri (Permendagri) Nomor 108 Tahun 2017 tentang Kompetensi Pemerintahan, ditetapkan sejumlah 75 standar kompetensi yang dipaketkan ke dalam jabatan ASN pada Perangkat Daerah (JPT dan Administrasi),” ujarnya.

Maka, kata dia, untuk memenuhi standar kompetensi pemerintahan bagi kepala perangkat daerah dan jenjang di bawahnya, Diklat Kepemimpinan Pemerintahan Dalam Negeri atau Diklat Pimpemdagri menjadi sangat urgen. Pasal 20 Permendagri Nomor 85 Tahun 2017 tentang Diklat Pimpemdagri, menyebutkan setiap peserta Diklat Pimpemdagri yang telah mendapatkan Surat Tanda Tamat Pendidikan dan Pelatihan (STTPP), berhak mengikuti uji kompetensi.

Peserta yang dinyatakan lulus uji kompetensi akan mendapatkan sertifikat kompetensi. Sertifikat kompetensi ini akan jadi salah satu syarat pengangkatan dalam jabatan JPT, Administrator dan Pengawas.

Workshop Standarisasi dan Sertifikasi Kompetensi Pemerintahan itu sendiri diikuti oleh para Kepala Badan Pengembangan Sumber Daya Manusia Daerah Provinsi, Kepala Badan Kepegawaian Daerah Provinsi dan Inspektur Daerah Provinsi. Workshop juga diikuti Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten dan Kota terpilih.

Audiensi Presiden RI dengan Kepala Suku se-Indonesia

Presiden Joko Widodo saat melakukan audiensi dengan kepala suku seluruh Indonesia di Istana Kepresidenan Bogor, Jawa Barat, pada Kamis (16/11).

BOGOR ,16 Nov 2017-Presiden Joko Widodo menegaskan, bahwa keragaman suku, agama, adat istiadat, budaya Indonesia merupakan kekayaan yang merupakan anugerah dari Tuhan Yang Maha Esa. Hal ini patut disyukuri, dan jangan karena, misalnya perhelatan politik, karena pilihan Bupati, pilihan Wali Kota, pilihan Gubernur, atau pilihan Presiden, menjadikan kita tidak rukun.

“Sudahlah, kalau saya sampaikan ke siapapun, yang namanya pemilu, pilih pemimpin yang baik, coblos, sudah, setelah itu rukun kembali,” pinta Presiden Jokowi saat bertatap muka, bersilaturahim, dan berkenalan dengan para kepala suku/lembaga adat seluruh Indonesia di Istana Bogor, Kamis pagi.

Presiden Jokowi yang saat itu mengenakan pakaian adat Betawi meminta, jangan sampai dibawa bertahun-tahun suasana Pemilu masih ada, kebencian diangkat-angkat terus. Lupa bahwa kita ini adalah saudara sebangsa dan setanah air.

Ia mengingatkan, bahwa perhelatan politik hanya lima tahun sekali, entah pemilihan Gubernur, entah pemilihan Bupati, pemilihan Wali Kota, dan pemilihan Presiden.

“Sudahlah, pilihlah pemimpin yang terbaik, setelah itu sudah, kita rukun kembali,” ucap Presiden seraya mengemukakan, kita kadang-kadang terbawa oleh perasaan-perasaan. Sudahlah. Terus kita jaga kerukunan persaudaraan yang ada,” tutur Presiden Jokowi.

Dalam awal pidatonya, Presiden Jokowi mengaku sangat senang sekali bisa bertatap muka, bersilaturahim, dan berkenalan dengan para kepala suku/lembaga adat seluruh Indonesia.

Kepala Negara juga mengaku sangat menghargai sekali apa yang sudah dilakukan, diupayakan, oleh para kepala suku/lem baga adat, dalam merawat, dalam menjaga, dalam memelihara adat istiadat, budaya yang ada di daerah masing-masing.

Pemerintah, lanjut Presiden, siap memfasilitasi setiap hal-hal yang berkaitan dengan adat istiadat, budaya, dengan renovasi-renovasi rumah-rumah adat.

“Jangan sampai kita kehilangan akar budaya kita, karena kekayaan itulah nanti yang akan bisa mensejahterakan negara dan bangsa Indonesia,” tutur Presiden Jokowi.

Tampak mendampingi Presiden Jokowi dalam kesempatan itu Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy, dan Kepala Staf Kepresidenan Teten Masduki.

Marc Marquez (Repsol Honda Team) took his sixth win of the year in a scintillating Phillip Island showdown, breaking away from an eight-rider fight for the win in the latter stages to take to the top step. After a tough race for title rival Andrea Dovizioso (Ducati Team) as the Italian suffered an early run off and was only able to fight back to 13th, it leaves the rider from Cervera now 33 points clear in the standings. Valentino Rossi (Movistar Yamaha MotoGP) took second as he came out on top of a three-way fight for the podium, with teammate Maverick Viñales taking third. Viñales is now out of the Championship fight, 50 points back with two rounds to go.

It was Marquez who got the holeshot but he couldn’t hold it into Turn 2 as a stunner from Jack Miller (EG 0,0 Marc VDS) saw the Queenslander slice through into the lead – and then start pulling away. Viñales was the man in third on the chase, as an incredible first lap then took another twist next time round into Turn 1, when Dovizioso went wide and dropped down to P20.

Then the race was on for the Italian, as a seven-rider train at the front closed in on Miller in the lead. Rossi and Viñales were the first to get through, and a lead group of Marquez, Viñales, Rossi, Andrea Iannone (Team Suzuki Ecstar) and Zarco began to fight it out.

Marquez vs Rossi, Zarco vs Rossi, Viñales vs Marquez, Iannone vs Zarco…in one of the most aggressive and hard-fought battles of the season, decade or more, the passes came thick and fast – including a move for Zarco around the outside of Doohan corner – as rubber was left on the road; a little on opponents’ leathers and a little paint was swapped in one of the most incredible fights in history.

Once Marquez was ahead, however, the reigning Champion was able to begin pulling a gap with five laps to go. Pulling the pin as the battle raged on behind him, the number 93 began to sprint away – and the podium fight was down to three by the final laps: Rossi vs Viñales vs Zarco.

With some of the tightest lines ever ridden around the Island at times on that final lap, Rossi was able to take it – but all three were almost neck and neck over the line. And over that line, it was Viñales just edging ahead of the Tech 3 of the Frenchman – taking third for a return to the rostrum but a definite end to his chance at the title. Zarco’s fourth, meanwhile, confirmed him as Rookie of the Year in 2017.

After Iannone getting pushed back in the latter stages, Cal Crutchlow (LCR Honda) took fifth ahead of the Italian, with Miller, Alex Rins (Team Suzuki Ecstar) and another double delight for Red Bull KTM Factory Racing completing the top ten; Espargaro just pipping Smith. Dovizioso suffered late heartbreak after losing out on the drag to the line to both Scott Redding (Octo Pramac Racing) and Dani Pedrosa (Repsol Honda Team) and coming home 13th, with Karel Abraham (Pull&Bear Aspar Team) and Jorge Lorenzo (Ducati Team) completing the top fifteen.

Sepang is now ready for business, with the next round soon on the horizon and 33 points swinging the pendulum in Marquez’ favour. But not everything goes to script, as Dovizioso found out at the Island – and the Italian won at Sepang last season. It’s time for a final stand.

My fellow Americans, we are joined together today in sadness, shock, and grief. Last night, a gunman opened fire on a large crowd at a country music concert in Las Vegas, Nevada. He brutally murdered more than 50 people, and wounded hundreds more. It was an act of pure evil.

The FBI and the Department of Homeland Security are working closely with local authorities to assist with the investigation, and they will provide updates as to the investigation and how it develops.

I want to thank the Las Vegas Metropolitan Police Department and all of the first responders for their courageous efforts, and for helping to save the lives of so many. The speed with which they acted is miraculous, and prevented further loss of life. To have found the shooter so quickly after the first shots were fired is something for which we will always be thankful and grateful. It shows what true professionalism is all about.

Hundreds of our fellow citizens are now mourning the sudden loss of a loved one — a parent, a child, a brother or sister. We cannot fathom their pain. We cannot imagine their loss. To the families of the victims: We are praying for you and we are here for you, and we ask God to help see you through this very dark period.

Scripture teaches us, “The Lord is close to the brokenhearted and saves those who are crushed in spirit.” We seek comfort in those words, for we know that God lives in the hearts of those who grieve. To the wounded who are now recovering in hospitals, we are praying for your full and speedy recovery, and pledge to you our support from this day forward.

In memory of the fallen, I have directed that our great flag be flown at half-staff.

I will be visiting Las Vegas on Wednesday to meet with law enforcement, first responders, and the families of the victims.

In moments of tragedy and horror, America comes together as one — and it always has. We call upon the bonds that unite us — our faith, our family, and our shared values. We call upon the bonds of citizenship, the ties of community, and the comfort of our common humanity.

Our unity cannot be shattered by evil. Our bonds cannot be broken by violence. And though we feel such great anger at the senseless murder of our fellow citizens, it is our love that defines us today — and always will, forever.

In times such as these, I know we are searching for some kind of meaning in the chaos, some kind of light in the darkness. The answers do not come easy. But we can take solace knowing that even the darkest space can be brightened by a single light, and even the most terrible despair can be illuminated by a single ray of hope.

Melania and I are praying for every American who has been hurt, wounded, or lost the ones they love so dearly in this terrible, terrible attack. We pray for the entire nation to find unity and peace. And we pray for the day when evil is banished, and the innocent are safe from hatred and from fear.

May God bless the souls of the lives that are lost. May God give us the grace of healing. And may God provide the grieving families with strength to carry on.
