PP Penyertaan Modal Negara Pada PT Antam, Bukit Asam, Timah, dan Freeport ke PT Inalum

JAKARTA ,24 Nov 2017-Dengan pertimbangan untuk memperkuat struktur permodalan dan meningkatkan kapasitas usaha Perusahaan Perseroan (Persero) PT Indonesia Asahan Aluminium, pemerintah memandang perlu melakukan penambahan Penyertaan Modal Negara Republik Indonesia ke dalam modal saham Perusahaan Perseroan (Persero) PT Indonesia Asahan Aluminium (Inalum).
Atas dasar pertimbangan tersebut, pada 10 November 2017, Presiden Joko Widodo telah menandatangani Peraturan Pemerintah (PP) Nomor: 47 Tahun 2017 tentang Penambahan Penyertaan Modal Negara Republik Indonesia ke Dalam Modal Saham Perusahaan Perseroan (Persero) PT Indonesia Asahan Aluminium (tautan: PP Nomor 47 Tahun 2017).
Penambahan penyertaan modal negara sebagaimana dimaksud, menurut PP ini,  berasal dari Pengalihan seluruh saham Seri B milik Negara Republik Indonesia pada:
1) Perusahaan Perseroan (Persero) PT Aneka Tambang Tbk yang statusnya sebagai Perusahaan Perseroan (Persero) ditetapkan berdasarkan Peraturan Pemerintah Nomor 26 Tahun 1974 tentang Pengalihan Bentuk Perusahaan Negara Aneka Tambang menjadi Perusahaan Perseroan (Persero);
2) Perusahaan Perseroan (Persero) PT Timah Tbk yang statusnya sebagai Perusahaan Perseroan (Persero) ditetapkan berdasarkan Peraturan Pemerintah Nomor 3 Tahun 1976 tentang Pengalihan Bentuk Perusahaan Negara Tambang Timah menjadi Perusahaan Perseroan (Persero); dan
3) Perusahaan Perseroan (Persero) PT Bukit Asam Tbk yang statusnya sebagai Perusahaan Perseroan (Persero) ditetapkan berdasarkan Peraturan Pemerintah Nomor 42 Tahun 1980 tentang Penyertaan Modal Negara Republik Indonesia untuk Pendirian Perusahaan Perseroan (Persero) Tambang Batubara Bukit Asam

Pengalihan seluruh saham milik Negara Republik Indonesia pada PT Freeport Indonesia

Menurut PP ini, penambahan penyertaan modal negara sebagaimana dimaksud sebanyak:
a. 15.619.999.999 (lima belas miliar enam ratus sembilan belas juta sembilan ratus sembilan puluh sembilan ribu sembilan ratus sembilan puluh sembilan) saham Seri B pada Perusahaan Perseroan (Persero) PT Aneka Tambang Tbk;
b. 4.841.053.951 (empat miliar delapan ratus empat puluh satu juta lima puluh tiga ribu sembilan ratus lima puluh satu) saham Seri B pada Perusahaan Perseroan (Persero) PI Timah Tbk;
c. 1.498.087.499 (satu miliar empat ratus sembilan puluh delapan juta delapan puluh tujuh ribu empat ratus sembilan puluh sembilan) saham Seri B pada Perusahaan Perseroan (Persero) PT Bukit Asam Tbk; dan
d. 21.300 (dua puluh satu ribu tiga ratus) saham pada PT Freeport Indonesia; yang telah ditempatkan dan disetor penuh oleh negara.
“Nilai penambahan penyertaan modal negara sebagaimana dimaksud ditetapkan oleh Menteri Keuangan berdasarkan usulan dari Menteri Badan Usaha Milik Negara,” bunyi Pasal 2 ayat (2) PP ini.
Dengan pengalihan saham seri B, PP ini menegaskan, negara melakukan kontrol terhadap Perusahaan Perseroan (Persero) PT Aneka Tambang Tbk, Perusahaan Perseroan (Persero) PT Timah Tbk, dan Perusahaan Perseroan (Persero) PT Bukit Asam Tbk melalui kepemilikan saham Seri A dwi warna dengan kewenangan sebagaimana diatur dalam Anggaran Dasar.
Penambahan penyertaan modal negara sebagaimana dimaksud, menurut PP ini, mengakibatkan: a. Status Perusahaan Perseroan (Persero) PT Aneka Tambang Tbk, Perusahaan Perseroan (Persero) PT Timah Tbk, dan Perusahaan Perseroan (Persero) PT Bukit Asam Tbk, berubah menjadi perseroan terbatas yang tunduk sepenuhnya pada Undang-Undang Nomor 40 Tahun 2007 tentang Perseroan Terbatas.
Selain itu, Perusahaan Perseroan (Persero) PT Indonesia Asahan Aluminium kini menjadi pemegang saham PT Aneka Tambang Tbk, PT Timah Tbk, PT Bukit Asam Tbk, dan PT Freeport Indonesia.
“Peraturan Pemerintah ini mulai berlaku pada tanggal diundangkan,” bunyi Pasal 6 Peraturan Pemerintah Nomor 47 Tahun 2017, yang telah diundangkan oleh Menteri Hukum dan HAM Yasonna H. Laoly pada 13 November 2017 itu.

1. Trump tells Chinese leaders he doesn’t ‘blame’ them for trade gap

President Trump, speaking in front of Chinese business leaders and President Xi Jinping on Thursday, said that the U.S. trade relationship with China is “one-sided and unfair,” but that he doesn’t fault China for the gap. “Who can blame a country that is able to take advantage of another country for the benefit of its citizens,” Trump said. “I give China great credit.” Trump, who is in Beijing as part of his 12-day tour of Asia, said he has “great chemistry” with Xi and thinks they will do “tremendous things” together. During his 2016 campaign, Trump accused China of “raping” the U.S. economy. On Thursday, Trump repeated his insistence that the U.S. will have to come up with new policies to reach a better trade balance with China, although he did not provide details.

Vice President Mike Pence visited Sutherland Springs, Texas, on Wednesday to deliver a message of support to a small rural community where a gunman killed 26 people at the First Baptist Church. “We grieve with those who grieve, but we do not grieve like those who have no hope,” Pence said at a vigil in a packed stadium. “Our faith gives us hope. Heroes give us hope.” The crowd cheered as survivors walked onto the football field, including Stephen Willeford, who shot at the gunman as he exited the church, and Johnnie Langendorff, who drove Willeford in a high-speed chase to stop the killer. “Thank God there was a neighbor that helped save lives on the tragic day,” Texas Gov. Greg Abbott said.

3. Trump administration announces new travel restrictions for Cuba

The Trump administration on Wednesday said it was imposing travel and trade restrictions on Cuba, reversing some of the Obama administration’s moves to normalize relations with the Communist-ruled Caribbean island. Most U.S. individual travel to the island will no longer be allowed, with Americans going to Cuba required to go with a group licensed by the Treasury Department, as they were before former President Barack Obama eased the rules. Americans also will have to stay away from hotels and restaurants the State Department believes to be linked to members of the Cuban government. A senior Trump administration official said the changes are intended to steer money away from Cuba’s military and intelligence services, and “encourage the government to move toward greater economic freedom” for Cubans.

4. Air Force Academy finds an alleged victim responsible for racist messages

The Air Force Academy has determined that a cadet candidate previously believed to have been a target of racial slurs scrawled on note boards outside his room was actually the one who wrote the messages. Five African-American cadet candidates were reported in September to have been targeted with a racial slur and the words “go home” on erasable note boards. The one found to have been responsible is no longer at the school. The academy’s top general, Lt. Gen. Jay Silveria, said despite the finding he stood by a stern speech he gave to cadets and staff after the incident in which he said those who can’t respect others “need to get out,” saying, “Regardless of the circumstances under which those words were written, they were written, and that deserved to be addressed.”

5. Spanish court officially tosses out Catalonia’s declaration of independence
Spain’s Constitutional Court on Wednesday formally annulled the Catalan Parliament’s declaration of independence, approved last month and instantly condemned as illegal by the federal government. On the same day, demonstrators blocked roads across Catalonia demanding that Spain accept Catalonia’s bid to break away and release eight politicians arrested for the regional government’s independence push. The jailed lawmakers face a sedition and rebellion investigation, and face up to 30 years in prison if tried and convicted.

6. Congressional negotiators allot more for military than Trump requested

House and Senate negotiators have agreed to allot $700 billion for the Pentagon in 2018, $32 million more than President Trump requested. In the revised version of a defense policy bill, the lawmakers earmarked $634 billion for core Pentagon operations and another $66 billion for the missions in Afghanistan, Iraq, Syria, and other war zones. Trump had asked for $603 billion for basic military operations and $65 billion for overseas. Final approval of the extra money will require rolling back a 2011 law limiting federal spending, which Democrats pushing for increased domestic spending are expected to oppose.

7. CNN poll finds trust in Trump down a year after his election

A year after President Trump’s election, only 40 percent of Americans believe he is doing a good job keeping his campaign promises, down from 48 percent in April, according to a CNN poll conducted by SSRS that was released Wednesday. Forty percent also said he was capable of bringing the country the change it needs, a drop from 49 percent late last year. Trump’s numbers also have fallen on questions about his ability to unite the country, with only 30 percent saying he will unite the U.S. rather than divide it. That was down 13 points compared to a November 2016 poll. Only 38 percent of respondents said Trump cared about people like them, and only 34 percent said he was “honest and trustworthy.”

8. Regulators demand sale of CNN or DirecTV before AT&T-Time Warner deal

U.S. antitrust regulators have told AT&T to sell either Turner Broadcasting — the parent of CNN — or its DirecTV satellite television unit before they will approve its bid to buy media company Time Warner, The New York Times and Reuters reported Wednesday, citing sources familiar with the matter. The demands could threaten the prospects of the $85.4 billion deal, which could create a powerhouse with wireless and broadband services, satellite TV service, the Warner Brothers movie studio, and cable content providers HBO and CNN. AT&T and Time Warner are expected to challenge in court if the Justice Department makes the request formal. President Trump has criticized the proposed merger, saying “deals like this destroy democracy.”

Lin-Manuel Miranda announced Wednesday that he would return to his starring role in his Pulitzer- and Tony-winning musical Hamilton when the show goes to Puerto Rico in 2019. “Bringing [Hamilton] to Puerto Rico is a dream that I’ve had since we first opened at The Public Theater in 2015,” said Miranda, who is of Puerto Rican heritage, noting that he had promised to bring the show to the U.S. Caribbean territory and return to the starring role on a visit before Hurricane Maria. “In the aftermath of Maria,” he said, “we decided to expedite the announcement of the project to send a bold message that Puerto Rico will recover and be back in business, stronger than ever.”

10. Kevin Spacey cut from finished movie

Director Ridley Scott has decided to cut Kevin Spacey from the film All The Money In The World, and reshoot his scenes with Christopher Plummer replacing him in the role of oil tycoon J. Paul Getty. Spacey worked about nine days on the film. His character is key, as the thriller involves efforts to free Getty’s kidnapped grandson and he refuses to pay a ransom. The filmmaker’s unprecedented move followed a wave of sexual abuse allegations against Spacey. The film had been completed ahead of a Dec. 22 release, which Scott said he is determined to keep. Last week, Netflix ended production of its popular political dramaHouse of Cards, in which Spacey played a ruthless politician.

Military Leaders Visit The White House
Last night, President Donald J. Trump and First Lady Melania Trump welcomed senior military officials and their spouses to a dinner at the White House, during which they discussed the many challenges faced by military families.
Prior to dinner, the President participated in a briefing with the military leaders to review progress in protecting the homeland, advancing American prosperity, pursuing peace through strength, and promoting positive American influence abroad.
“America Will Return to the Moon – And Go Beyond”
On Wednesday, Vice President Mike Pence published an op-ed in The Wall Street Journal preceding the first meeting of the National Space Council in nearly 25 years. President Trump has revived the Space Council to assist his Administration in articulating and implementing long-term goals for the American space program. Two of those goals include re-establishing American presence on the moon and becoming the first Nation to bring mankind to Mars. At the Thursday morning meeting, Vice President Pence hearkened back to the early days of the American space program as the inspiration for renewing America’s competitive status in space exploration.
“The sight of Sputnik blinking across that October sky spurred America to action. We refused to accept a future in space written by the enemies of freedom, and so the United States of America vowed to claim our rightful place as the undisputed leader in the exploration of the heavens,” the Vice President said. “And twelve years later, with ‘one giant leap for mankind,’ America led in space…. We gather here today to renew this same mission in our time.”
Hurricane Relief in Florida, Puerto Rico, and the U.S. Virgin IslandsVice President Mike Pence traveled to Florida on Thursday to receive a briefing on FEMA relief efforts following Hurricanes Irma and Maria and meet with individuals who have been impacted by the storms. FEMA also provided updates on Hurricane Maria in its daily briefing on Thursday morning. Key points included:
  • We continue to make progress through the unified efforts of the federal government, working hand-in-hand with Puerto Rico, its municipalities, businesses and voluntary agencies on the island.
  • Our goal is to help Puerto Ricans return to their routines, which will progress at a faster rate as more businesses open and communities are able to support their residents.
  • Although it will be some time before communities truly recover, residents are beginning to see some services being provided in their communities.

Today, President Trump and First Lady Melania Trump hosted an event at the White House honoring Hispanic Heritage Month. Later, the President signed a Proclamation declaring October 6th National Manufacturing Day.
Vice President Pence and Second Lady Karen Pence are in Puerto Rico and the U.S. Virgin Islands to survey hurricane recovery efforts and meet with individuals affected by the storms.

Repsol Honda Team’s Marc Marquez followed up his sixth world title win on Sunday by going fastest in Valencia over the two days of testing, almost four tenths clear of teammate Dani Pedrosa – with a best of 1:30.033. Honda have been testing their 2018 bike as well as the 2017 and some parts on the bike with which they took the triple crown, and both men put in a combined total of over a hundred laps. LCR Honda rider Cal Crutchlow, meanwhile, put in a mammoth 72 laps on Day 2 to go sixth fastest as he also begins work on Honda’s 2018 push for glory.
On the second day, Johann Zarco (Monster Yamaha Tech 3) was the fastest Yamaha, and the Frenchman put in 65 laps to go third overall – just pushed back down the timesheets in the latter stages by Dani Pedrosa. The 2017 Rookie of the Year has been testing the 2017 M1, and has been positive about the bike – saying he feels more potential with it, a sentiment echoed by Tuesday’s fastest Maverick Viñales (Movistar Yamaha MotoGP) on Day  1. On Day 2, Viñales was fifth fastest after 66 laps, with teammate Valentino Rossi taking P7 on the timesheets after 62 laps. Rossi spent Day 2 largely working with a new 2018 engine, and Viñales said Day 1 was more positive but the slightly different track conditions on the second day had helped compare direction for next season.
Ducati, meanwhile, saw Andrea Dovizioso get through his testing program by mid-afternoon and hit the pause button until the Borgo Panigale factory head back out on track – ending the day in P15 but satisfied – with teammate Jorge Lorenzo ending the day in P4 and in the top three for some time. Lorenzo said they got through a good program of work, but more that he understood and was able to practice some changes in his riding style to adapt to the bike – putting in 39 laps with a best of 1:30.534.
Jack Miller (Octo Pramac Racing) impressed once more in eighth on Day 2 despite a crash, putting in 45 laps on his new bike and ending the session just 0.017 ahead of Andrea Iannone (Team Suzuki Ecstar). Iannone, sidelined on the first day with a virus, was back out for 47 laps on Day 2 – and teammate Alex Rins put in 38 laps.
Aleix Espargaro (Aprilia Racing Team Gresini) was the last man in the top ten after 44 laps, again close to the man ahead and only 0.012 off ninth. His teammate Scot Redding, settling in on his new machine, did 56 laps and ended the day in P19.
Red Bull KTM Factory Racing had another positive day, with Pol Espargaro and Bradley Smith lining up in P11 and P12 respectively. With a host of new parts and new team members, positivity abounded once more – with Espargaro putting in 46 laps and Smith 39. Espargaro worked mainly on the rhythm and grip, saying a big step forward had been found.
Franco Morbidelli (EG 0,0 Marc VDS) was the fastest rookie in P16, turning the tables on Day 2 to end up just ahead of fellow rookie Takaaki Nakagami (LCR Honda). Morbidelli did 58 laps despite a crash, Nakagami 62. Xavier Simeon (Reale Avintia Racing), also a rookie and recovering from injury, put in 61 laps to take P20. For full results, click here!
Now some teams head for Jerez for more testing, before the next official outing lights up Sepang International Circuit at the start of next season.

“TRUMP VISITING VEGAS TO MEET WITH SURVIVORS, FIRST RESPONDERS”

Mark Moore of the New York Post reports on President Trump’s trip to Las Vegas with First Lady Melania Trump where he will meet with first responders, survivors, victims’ families, and local officials. Moore writes that as the President left the White House, he mentioned it is a “very, very sad day for me personally,” and that he and the First Lady are “going to pay [their] respects and to see the police who have done really a fantastic job in a very short time.” This will be the first trip to the site of a mass shooting during his presidency, Moore concludes.
Regarding tax reform, the Heritage Foundation’s Sondra Clark writes in The Daily Signal that lowering America’s uncompetitive corporate tax rate “has the potential to lead to higher wages, cheaper products, and a stronger economy.”

On hurricane relief, Mike Sabo of American Greatness writes on the left-leaning media coverage that followed the federal response to Hurricane Maria. Sabo states “The Left and its accomplices in the press couldn’t pin the blame on Trump for the administration’s responses to the hurricanes that struck the Gulf Coast states…but in the wake of Hurricanes Irma and Maria…they thought they finally got their story.”
And the Investor’s Business Daily editorial board points to a new study by the Pew Research Center which shows that media coverage of Trump’s initial weeks in office were “the most skewed and biased, by far” of any recent President, saying it shows the media has “abandoned all pretense of fairness or objectivity in their reporting, in favor of rank politicization of the news and even basic facts.”
